Chapter LXVI. The Angels of the Waters

1.And after that he showed me the angels of punishment who are prepared to come and let loose all the powers of the waters which are beneath in the earth in order to bring judgement and destruction on all who abide and dwell on the earth.

2.And the Lord of Spirits gave commandment to the angels who were going forth, that they should not cause the waters to rise but should hold them in check; for those angels were over the powers of the waters.

3.And I went away from the presence of Enoch.

Why does Enoch mention angels who 'hold [the waters] in check'?

Enoch reports that the Lord of Spirits commands certain angels to restrain the waters, so these angels function as custodians over subterranean water-powers ready to unleash judgment. The chapter names them ‘‘angels of punishment’’ prepared to ‘‘let loose all the powers of the waters’’ but ordered to keep the waters under control until commanded otherwise.

This passage frames divine order: heavenly beings stand ready to execute destruction yet operate under a divine injunction to withhold chaos. That theme echoes Genesis where God bounds the waters, and it calls to mind Job’s portrayal of cosmic custodianship rather than capricious elemental fury.
